In-house marketing team vs agency in the GCC: the real monthly cost

Every Gulf ecommerce founder reaches this question around the second or third profitable quarter: stop paying an agency, hire the team, keep the knowledge inside the company. The instinct is sound and the arithmetic is usually wrong, because the figure founders compare is a salary, while the figure that lands on the profit and loss statement is a fully loaded employment cost in a region of visas, gratuity accruals and localisation quotas. Here is that figure, built from published 2026 salary bands, employer cost rules, government fees and tool prices, for a brand selling into the UAE and Saudi Arabia.

01 · The team

What a minimum in-house ecommerce team actually looks like

One generalist cannot run paid acquisition, email, creative and reporting at the same time, and brands that try end up paying a salary to a person who is permanently behind. The realistic floor is three roles: someone who owns the channel mix and the numbers, someone who lives inside Meta, TikTok and Google every working day, and someone who ships creative fast enough to feed them both. Published 2026 bands for UAE ecommerce and digital roles, compiled by Reap HR, put the mid-level ranges as follows.

RoleMid-level band, AED per monthWhat it owns
Digital marketing manager18,000 to 30,000Channel mix, budget, reporting, the agency relationship you just ended
Performance marketing specialist14,000 to 22,000Meta, TikTok, Google: structure, bids, tests, kills
Digital marketing executive10,000 to 18,000Creative briefs, email flows, product pages, community
Gross salary, three people42,000 to 70,000Before a single dirham of ad spend

The band is wide because seniority in this market is wide, and because the same job title covers very different work inside a large group and inside a brand in its first year of real volume. Whichever end you sit at, the Gulf then adds its own layer on top.

02 · Employer cost

Visas, gratuity and insurance: the 107 per cent rule

Salary is not cost. For an expatriate hire in the UAE there is no payroll tax and no employer pension, but there is an end of service gratuity accruing from the first completed year: 21 days of basic wage per year for the first five years, 30 days a year after that, capped at 24 months of basic pay. Teamed's UAE cost model adds that accrual plus a sick pay reserve and lands total employer cost at roughly 107 per cent of gross salary. Then come the government and insurance lines.

Stack those on the salary band and the people line alone is AED 46,000 to 77,000 a month.

Nothing on that list is optional, negotiable or seasonal. It is the first fixed cost in the company that does not care whether October was a good month.

03 · Quotas

The quota that turns a marketing team into a compliance project

This is the part imported in-house playbooks miss entirely, and it decides whether the team you want is even permitted at the size you want it.

In Saudi Arabia, marketing professions moved to a 60 per cent Saudization quota for establishments with three or more workers in those roles from April 2026, with a minimum salary of SAR 5,500 a month for a Saudi hire to count toward the quota, according to Middle East Briefing's Nitaqat 2026 update. Read that against the three-person team above: two of the three must be Saudi nationals. That is not an argument against hiring Saudis, who are usually the better hire for Saudi creative anyway. It is an argument for knowing that your org chart is set by regulation before it is set by you.

In the UAE, private companies with 50 or more employees must raise the Emirati share of skilled roles by 2 per cent a year, reaching 10 per cent by 31 December 2026, with a fine of AED 9,000 a month per unfilled role, AED 108,000 a year, plus suspension of new work permits until it is paid. Skilled means a degree and at least AED 4,000 a month. Companies with 20 to 49 employees across 14 listed activities must hold the Emirati hires they made in 2024 and 2025, per Reap HR's 2026 compliance guide. Below 20 employees you sit outside the regime, which is exactly the trap: the obligation lands at the moment the brand starts working and the team starts growing.

An agency's headcount sits on the agency's labour file. An in-house headcount sits on yours, and so do the quota, the fine, the visa and the gratuity. Build the team if you want it, but price the labour file, not just the salary.

04 · Tools

The stack bill, at published prices

An in-house team wants the tools the agency was already paying for, and asks for them in week one. At published 2026 prices: Shopify Advanced is $399 a month; Klaviyo is $150 a month at 10,000 active profiles on the email plan, per a 2026 pricing breakdown; Triple Whale starts at $219 a month on Foundation, although the company no longer publishes its tiers, so treat that one as indicative. Call it $768 a month, roughly AED 2,800, before design, scheduling, SEO, heatmap and testing tools, and before anyone has licensed a single piece of stock footage.

05 · The total

AED 49,000 to 80,000 a month

People plus tools: AED 49,000 to 80,000 a month, roughly $13,300 to $21,800, or AED 588,000 to 960,000 a year, for three people and a basic stack. And the number only moves one way. Korn Ferry's June 2026 pulse survey of 5,512 organisations across 135 countries puts average UAE salary increases at 3.4 per cent, with a median of 3.6 per cent.

Against that, Prism Digital's 2026 Dubai pricing guide puts small and mid-size retainers at AED 10,000 to 20,000 a month, and paid media management at 15 to 25 per cent of ad spend or AED 3,000 to 10,000 flat on smaller budgets. We mapped the full regional range in what an ecommerce marketing agency costs in the GCC. The cash gap between the two columns is real and we are not going to pretend otherwise. What the gap hides is that both columns answer the same question the same way.

StructureWhat you payPaid in a month with no growth
In-house teamAED 49,000 to 80,000 a month, plus quota, visa and gratuity exposureIn full, on the 25th
Agency retainerAED 10,000 to 20,000 a month, 30 day noticeIn full
Percentage of ad spend15 to 25 per cent of whatever you spendIn full, and it rises as spend rises
Profit share plus minority equityA share of the profit, set after an auditNothing
06 · The hidden lines

What neither column shows

The vacancy

Recruiters in the region describe 30 to 45 days from brief to a confirmed mid-level hire, and 60 to 90 days for senior roles, with time to fill for technical positions reported at 48 days in 2026 against 42 days in 2025. Your channels do not pause while the seat is empty.

The single point of failure

Korn Ferry puts UAE total turnover at a median of 7.5 per cent and voluntary turnover at 4.6 per cent. Low by global standards, and still: one resignation inside a three-person team removes a third of your capability and all of its context.

The learning curve

A strong hire from retail or B2B still has to learn cash on delivery refusals, Khaleeji creative, WhatsApp as a closing channel, and a calendar that peaks at Ramadan and White Friday rather than in late November. You pay full salary throughout that education.

Then the line that appears in no column at all: incentive. A salaried media buyer is paid on the 25th whether the account scaled or stalled. A retainer arrives whether or not revenue moved, and a fee set as a percentage of spend pays more when the budget goes up, which is not the same direction as profit, as we set out in retainer vs percentage of ad spend vs profit share. None of this makes anyone dishonest. It means both of the usual answers are paid for activity, and activity is the easiest thing in marketing to produce on demand.

07 · The third option

Payroll, retainer, or profit

The real choice was never in-house against agency. It is which of three structures carries your growth: payroll, a retainer, or a partner paid out of profit. The first two are fixed costs with fixed appetites, and both of them survive a bad quarter more comfortably than you do. The third only exists if someone is willing to be wrong alongside you.

BIMO is built on the third. We are paid a share of the profit plus a minority equity stake, set after an audit: no retainer, no percentage of ad spend, no invoice in a flat month. We run that model as operators, with 16 brands of our own, 36 client brands accompanied, more than $18M of revenue on our own brands, 3 exits and more than $30M of ad spend managed. If you are weighing a first hire against a first contract, read the Growth Partner programme, why a structure without a retainer exists at all, what we do for brands selling in the UAE, and the 12 questions worth asking anyone, employee or agency, before they touch your ad account.

The BIMO take

Hiring in-house is the most honest instinct a founder can have about marketing, and the most expensive way to discover that what was missing was a system rather than a headcount. AED 49,000 to 80,000 a month buys you three people, a 60 per cent Saudization quota in Riyadh, an Emiratisation obligation the day you pass 50 employees, two years of visa and gratuity liability, and precisely the same answer a retainer gives to the only question that matters: who still gets paid in a month where nothing grows. Build the team once the system already works and you want to own it. Until then, put the growth risk on someone whose income depends on the same number yours does.

FAQ

Questions founders ask us

How much does an in-house ecommerce marketing team cost in the UAE?

For three mid-level people, published 2026 bands give AED 42,000 to 70,000 a month in gross salary. Adding the gratuity accrual, visas, mandatory medical insurance and a basic tool stack takes the fully loaded figure to roughly AED 49,000 to 80,000 a month, or AED 588,000 to 960,000 a year, before any ad spend.

What is the real employer cost on top of a UAE salary?

For an expatriate there is no payroll tax and no employer pension, so the main accrual is end of service gratuity at 21 days of basic wage per year for the first five years and 30 days after, capped at 24 months. One published model puts total employer cost near 107 per cent of gross. Add AED 2,000 to 6,800 per visa and AED 3,000 to 5,000 a year for group medical cover.

Do Saudization quotas apply to marketing roles?

Yes. Since April 2026, marketing professions carry a 60 per cent Saudization quota at establishments with three or more workers in those roles, and a Saudi hire must earn at least SAR 5,500 a month to count toward the quota. A three-person in-house marketing team in Saudi Arabia therefore needs two Saudi nationals.

Does Emiratisation apply to a small ecommerce brand?

Not immediately. The 2 per cent annual increase in Emirati skilled roles, reaching 10 per cent by 31 December 2026, applies to private companies with 50 or more employees, and firms with 20 to 49 employees in listed activities must maintain earlier hires. Below 20 employees you are outside it, but the fine of AED 9,000 a month per unfilled role, AED 108,000 a year, is worth modelling before you scale a team.

Is an agency cheaper than building a team in the GCC?

In pure cash, a Dubai retainer of AED 10,000 to 20,000 a month is smaller than a fully loaded in-house team, and we will not pretend otherwise. The problem is that both are fixed: payroll and retainers are paid in a month with no growth, and a fee set as a percentage of ad spend rises with spend rather than profit. A partner paid from profit is the only structure that answers that question differently.

When does hiring in-house actually make sense?

When the system already works and you want to own it. If acquisition, creative testing, email and reporting already run on written rules that survive a change of staff, bringing them inside protects knowledge. If the rules do not exist yet, a salary buys a person to invent them at your cost, during a 30 to 45 day hiring gap and a learning curve on Gulf specifics.
